Sole Source intent to award: Services for data and software

MetroPlan Orlando announces its decision to award a sole source contract for the contractual services outlined below to StreetLight Data, Inc. Failure to file a protest within the time prescribed in Section 8 of Resolution No. 05-01 shall constitute a waiver of any further right of protest under Resolution No. 05-01.

Approval was granted at the MetroPlan Orlando Board meeting on December 12, 2018 (consent agenda item VIII G) to award a sole source contract to StreetLight Data, Inc., in the amount of $100,000.00 to include Origin and Destination information by Traffic Analysis Zone, Origin and Destination data with select links, Zone Activity Analysis, Visitor Home Work Analysis, trip and traveler attributes, including commercial weight classes. The data will be used to develop base line travel information for the MetroPlan Performance Monitoring Report. This request is being handled in compliance with the Board-approved procedures for awarding sole source contracts.

Contractor: StreetLight Data, Inc.

For: New software to model multimodal accessibility

Amount: $100,000

Time period: February 2019 – June 2019

Basic Requirements

• Cloud-based software platform allowing multiple users

• Ability to analyze multiple travel characteristics:

Speed and travel time analysis
Separate analytics for Passenger and Commercial travel
Origin & Destination data with select link analysis
Historical travel characteristics

ANY PERSON WHO IS ADVERSELY AFFECTED BY THE AGENCY DECISION OR INTENDED DECISION SHALL FILE WITH THE AGENCY A NOTICE OF PROTEST IN WRITING WITHIN 72 HOURS AFTER THE POSITING OF THE NOTICE OF DECISION. Approval was granted at the MetroPlan Orlando Board meeting on December 12, 2018 (consent agenda item VIII H) to award a sole source contract to Miovision, Inc, in the amount of $40,000.00 to provide pedestrian and bicyclist counting equipment, data analysis and data management. The equipment and data will be used to gather pedestrian and bicyclist activity and behavior in order to assess relative usage and crash risks of various behaviors and infrastructure types in the Orlando metropolitan area. This request is being handled in compliance with the Board-approved procedures for awarding sole source contracts.

Contractor: Miovision, Inc.

For: Two digital video camera units and data processing for pedestrian and bicyclist counts

Amount: $40,000

Time period: January 2019 – December 2019

Basic Requirements:

• Video data collection equipment
• Ability to differentiate between pedestrians, bicyclists, and motor vehicles
• Ability to count bicyclists on a sidewalk, shared use path, bike lane, or travel lane
• Ability to detect pedestrian and bicyclist position and direction
• Designed to be installed away from the roadway in order to minimize risk to staff
• Portable, to enable use at numerous locations
• Verifiable data
• Web-based storage of count data

Limitations of other counting equipment:

  • Tube counters – deployed in the roadway; cannot count pedestrians
  • Infrared – cannot differentiate between pedestrians and bicyclists; cannot count in the roadway
  • Piezoelectric – permanent installation in pavement
  • Radar/Thermal Imaging – no verifiable data; air temperature and rain can effect detection; portable, but complicated set-up
  • Inductive loop – permanent installation in pavement; inaccurate in shared lane applications
